Task Force Begins to Tackle Vacant Homes Plan calls for cleaning up problem beat by beat INDIANAPOLIS - An action plan is due to be released that will tackle the problem of vacant and abandoned homes in Marion County. A task force assembled by Indianapolis Mayor Greg Ballard has a pilot program underway in the most challenging IMPD beats. The battle cry is "Battling Blight Beat by Beat." In all, 12 beats are initially being targeted for action. Officers will be checking the areas and compiling statistics that will help determine the scope of the problem and what action can be taken. "Addressing abandoned housing is one of the most significant ways to strengthen our neighborhoods," said Deputy Mayor of Neighborhoods Olgen Williams. "Our goal is to take these properties and promote redevelopment so they can become a positive part of the community instead of a threat to public safety." It's a dangerous job. Teams with three officers each have had confrontations with squatters or trespassers found inside vacant homes. Foot pursuits through neighborhoods are not uncommon and recently at least two officers ended up stepping through floors during investigations. Already, data has revealed a pattern, mainly inside the boundary of I-465. Maps compiled by IMPD have shown a correlation between crimes, boarded up buildings, utility disconnects and repair orders issued by the city. Laws put into place in July of 2006 allow for tougher enforcement penalties for landlords who fail to keep up their properties. Indications are that the recent efforts to step up enforcement of such laws are bearing results. Tax collections are up and so is the collection of fees levied against landlords.
